Four mentally disabled adults, which have the estimated mental capacity of a 10 year old, were found in the basement of a Philadelphia apartment building on October, 15th in a plot to collect their Social Security disability checks. The four were found chained in the boiler room with a gallon of Orange Juice and a bucket to use for a bathroom.

    The four victims that were discovered have been identified as Herbet Knowles, 40, Tamara Breeden, 29, and Derwin McLemire, 41. The fourth man's name has not yet been released.

    Linda Ann Weston, 51, is thought to be the coordinator of the scam. She served 8 years in the early 80’s for killing her sister’s boyfriend, Bernardo Ramos. Ramos was held captive in a closet and weighed 75 pounds at the time of his death. Weston is soon to be examined to determine whether she is competent to stand trial.
